Develop the capability

This stage of the project covers: the building of the products to meet the requirements; ensuring that they are properly tested; and, then the preparation for transition to Delivery. 

The time that it will take to move through this stage will vary greatly between projects. If the capability is being built by an external contractor there may be a lull in the activity as the focus will move to the supplier rather than the in-house team.  

If the capability is being built offsite, progress monitoring controls that can illustrate quality and compliance should be put into place.

The focus for the in-house team will be on preparing for transition and the activities associated with pre-transition, such as training.

The transition stage begins once the build has been completed and acceptance testing to prove it meets requirements has been undertaken.
