This stage is designed to ensure that the project is not driven by a pre-determined solution, but is led by a need or problem that has a variety of solutions. 

During this stage the analysis of business process performance and the viability of improvement is analysed and a full set of business requirements and the resulting performance benefits defined.

Each solution will have a different range of duration, costs and benefits – these should be thoroughly considered.  Sometimes the option and solution may be obvious, but good business practice is to check the options, assumptions and conclusions.

The governance levels of the project will change proportionately to its risk and their impact. Decisions will need to be approved around this which will now have to be put into place.
